Council Sends PHR Initiative to the Voters

BIG BEAR LAKE, CA – At their regular meeting on March 12, Big Bear Lake City Council unanimously voted to place the Private Home Rental (PHR) Initiative, submitted by Jim McLean, on the November 4, 2008 ballot. At the meeting, Council had the option of adopting the proposed ordinance as it is currently written or to send it to the voters. At the same time, Council agreed to allow proponents and opponents draft written arguments for the initiative, choosing to remain neutral and not draft an argument on their own accord.

In addition, Council directed staff to work on possible options to bring stakeholders together to find a compromise that could be reasonable and fair for all parties. Those options may include forming a committee comprised of Council members, residents, initiative sponsors and representatives from various community organizations to help draft an enforcement ordinance that could supplement the existing City PHR Ordinance.

Over 100 members of the public attended the Council meeting on March 12 and over an hour of public testimony was heard on the issue. Council’s action came on the heels of receiving an economic report, compiled by independent consultant C.M. de Crinis & Co., Inc., which addressed how the proposed ordinance would: fiscally impact the City; effect the City’s general and specific plans, including the housing element; effect land use; impact the community’s ability to attract and retain


business and employment; impact vacant parcels; impact open space, traffic congestion, existing business districts and developed areas designated for revitalization. Pursuant to Elections Code 9212, Council ordered the report at their regular meeting on February 12 to further analyze possible impacts on the community and local economy should the proposed ordinance be adopted as it is currently written.
