Chief Operations Officer
Under executive direction, the COO assists the City Manager in planning, organizing and directing the activities of all City departments, including coordinating interdepartmental activities. The COO provides highly responsible and complex administrative support to the City Manager and City Council and serves as a liaison with outside agencies and organizations. Complex and comprehensive analysis is given to a wide range of municipal policies, including organization, procedure, finance and services.
This position oversees the annual budget preparation process, including the capital improvement budget, annual financial management review and resource allocation plan. Regular evaluation and review of expenditures and revenues and implementing mid-year adjustments is included in this. The COO is instrumental in the City's personnel management functions, including recruitment, collective bargaining, classification, compensation, training and development and benefits administration.
The COO represents the City in labor relations matters and oversees risk management. In addition to serving as Acting City Manager when needed, the COO stays current and abreast of new trends and innovations in the field of municipal government
