On December 10, 2025, the City Council adopted Resolution 2025-59 to adopt an updated Emergency Operations Plan (EOP). The City of Big Bear Lake EOP provides strategic guidance for response and recovery to a full range of natural, technological, and human-caused emergencies and disasters. The EOP is both a preparedness and a response document in that it provides actions to be taken prior to an emergency and then serves as a strategy to guide efforts taken during emergencies. It has been developed consistent with the California Standardized Emergency Management System (SEMS) and the National Incident Management System (NIMS).

Local Hazard Mitigation Plan (LHMP)

The Local Hazard Mitigation Plan (LHMP) helps to create a safer community for residents, businesses, and visitors. The LHMP allows public safety officials and City staff, elected officials, and members of the public to understand the threats from natural and human-caused hazards in our community. The plan will also recommend specific actions to proactively decrease these threats before disasters occur.
